management de la valeur acquiseMultilateral and international development organizations have been heavily criticized by governments and donors for not realizing expectations due to lack of accountability leading to corrupt practices, waste of resources, bureaucracy and poor service delivery. This trend has continued to plague development in the third world for decades, according to evaluations conducted on previous projects and programmes.

Many of the existing programming and monitoring tools used by development organizations do not have built-in mechanisms for highlighting shortcomings, discrepancies and financial irregularities and hence cannot effectively expose mismanagement or corrupt practices.

Although Earned Value (EV) has been utilized mainly as a performance measurement tool in the corporate world, it may possibly be employed in development programmes as a tool for accountability and highighting mismanagement of financial resources. The first challenge will be to identify and establish the appropriate EV tools that can be employed within the context of development programmes bearing in mind that development results and outcomes are not expressed as benefits in financial terms. We will then explore a couple of scenarios whereby I will demonstrate how to apply EV in monitoring and controlling development projects to ensure better accountability of project team members while also ensuring funds are not misused.

It is important to recognize that EV alone will not be sufficient to resolve financial mismanagement or wipe out corruption. It must be part of a broader framework that includes various programming, monitoring and auditing techniques that collectively strengthen accountability, enforce regulations and develop business processes that will reduce or greatly minimize illicit financial practices in development projects.(1

Project Management certification continues at an increasing rate around the world. Certification is a very important component of professional practice and is a vital component of professional association strategy.Ten years ago we conducted a study designed to understand the value of project management certification processes to individuals making the decision to seek certified project manager status.  This information provided important insights into the value placed on certification by the individual’s that choose to take this step.We are conducting a follow up survey which will provide important insight into how perceptions and attitudes towards certification have changed over the last decade. Comparing the responses over a decade apart will make a unique contribution to our understanding of the development of project management over this period.
To date the survey has taken an average of 33 minutes.

Logo Paris Ile de FranceDans le cadre de l’extension et du déploiement de nouveaux Pôles PMI au sein de la Branche Paris Ile de France, le kick-off du Pôle La Défense a eu lieu le jeudi 12 juin au pôle universitaire Léonard de Vinci à la Défense (92).

La Défense est le lieu de travail d’un grand nombre de chefs de projets. La Branche Paris-Ile-de-France espère ainsi permettre à un plus grand nombre d’entre eux de profiter des conférences et par extension des services du PMI.

la défenseIsabelle Levavasseur assume la responsabilité du Pôle avec l’aide de Mohammed Aissa pour l’organisation et la logistique. Ils sont aidé de Jean-Claude Bernard.

Veuillez d’ores et déjà noter que 2 conférences auront lieu d’ici la fin de l’année et je ne manquerai pas de vous en parler plus en détail sur ce blog !

Ken Tomlinson

Ken Tomlinson a accepté de prendre la relève de Jean-Claude Dravet pour continuer le développement de l’association PMI en France au service de ses adhérents.

Lorsque j’ai rejoint le PMI® en Novembre 1997, juste avant Jean-Claude, nous étions moins de 200 membres en France, cette année nous atteindrons les 4000 !

Comme le mentionne Jean-Claude, grâce au développement des branches régionales pour être au plus près des chefs de projets, PMI France est présent sur la presque totalité du territoire français. La France est même devenue le 1er chapitre mondial (hors États-Unis) !

Je souhaite le meilleur à Ken et son équipe pour cette superbe aventure. Je suis certain qu’ils sauront apporter un maximum de bénéfices à leurs adhérents et de manière plus générale à la communauté des chefs de projets, programmes et portefeuilles de projets.
